Details:
Payless Power’s current product offering to Texas consumers is a low month-to- month prepaid electricity rate per kwh, with true-up to actual consumption. The customer’s initial payment is estimated, based on Payless Power’s current rate per kwh, characteristics of their premises (such as dwelling type, bedrooms, and square footage), their ERCOT Load Profile classification, and season of the year. Payless Power may also offer an initial discount to its normal charges under certain circumstances. Upon receipt of payment, the customer’s order is submitted to ERCOT; the account will typically go customer s “active” within 2 to 4 business days.
Once the customer’s order is verified, ERCOT will send its approval to Payless
Power, along with the historical meter readings for the past twelve months. If
the historical readings show a rate of electric usage that is significantly higher
than the initial estimate, Payless Power may require the customer to pay an
additional amount in order to guarantee a full 30 days of service. This is known
as a HUD (Historical Usage Data) adjustment.
Three or four days after activation, the customer’s first mailed bill is sent via
the US Postal Service covering the service period beginning 30 days from the
date of activation. Monthly recurring bills will thereafter be mailed to the
customer approximately once every 30 days. Customers have 16 days to pay
their bills, after which they are subject to the disconnection process. The
disconnection process consists of a 10 day warning letter and then
disconnection of the service.
In addition to estimated current charges, billings may include true-ups from
prior billing periods. Once actual consumption is known (after receiving meter
readings from the TDSP), then the customer’s estimated amounts paid will be
“Trued-Up” with their actual usage; if the true-up shows that the customer’s
advance payment was more than what they actually used, then the customer
will receive a credit on their next billing. If they used more than the original
estimate, then the customer would be charged for the additional amount.
